The Shaw Activity Center, located between Barstow and Santa Ana Avenues along Blackstone, is anchored by the 2nd busiest intersection in Fresno, multiple commercial uses with extraordinarily large parking lots, and the unique development opportunity suggested by 23 acres of prime mixed-use zoned vacant land located proximate to the intersection.

Constrained Design Scenarios

Constrained Scenarios Honor Existing Buildings and Parcels – Observing zoning and restrictive variables identified by owners and businesses (if they were willing to talk with us) and the judgments of the Design Team, community and others as to what should be conserved, adapted, supplemented with infill and/or is assessed as economically feasible/appropriate to remove & illustrate with new mixed-use TOD ideas. All constrained scenarios are integrated into proposed walking, biking, and transit supportive streetscapes and enhanced with appropriate landscaping suggestions.

Unconstrained Design Scenarios

Unconstrained Scenarios are Bold, Require Collaboration, and Cluster Parcels to Achieve Development Scale Opportunities – Pushing the limits of existing zoning development standards and suggesting new combinations of buildings and improvements if deemed prospectively economically feasible to be replaced, while being consistent with uses allowed and protective single family transitions called out in zoning. The goal of unconstrained scenarios is to enlarge the vision of possibility of property owners, businesses, and community residents for working together to achieve scales of economy with emphasis on livability and development densities needed to warrant and support increased and safe walking, biking & transit infrastructure Investments and operations.
